Job Objective Of The Senior Social Development Officer (Gender)
The Senior Social Development Officer (Gender) is responsible for supporting, monitoring, and reporting on gender equality, women’s empowerment, and social inclusion outcomes in Nepal SARD operations.
The position supports the processing, implementation, and administration of loans, grants, and technical assistance (TA) related to gender equality and social inclusion (GESI), as well as work to assist the Government of Nepal in reducing poverty, gender inequalities, and improving social inclusion and accountability.
The position also assists in the conduct of GESI-related research and analysis; engages in policy dialogue and capacity development with government agencies relevant to ADB operations in Nepal; closely coordinates with development partners on GESI issues; and contributes to ADB’s activities to support the adequate integration of gender equality, women’s empowerment, and social inclusion aspects in operations.
The incumbent will be responsible for supervising administrative staff and reporting to the Country Director and/or designated international staff (IS) (AS).
IMPORTANT DETAILS:
Close relatives of ADB staff are not eligible for recruitment or appointment to staff positions, with the exception of spouses of international staff. Applicants must disclose whether they have any relatives working in ADB by consanguinity/blood, adoption, or affinity/marriage.
The term “close relatives” refers to the spouse, children, mother, father, brother and sister, niece, nephew, aunt and uncle, and cousins.Personnel on probation are ineligible to apply.
Applicants for promotion must have held their current position for at least one year and have normally served at their personal level for at least two years prior to the vacancy closing date. Applicants for lateral transfer must have served at their current position and personal level for at least one year prior to the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).
If a staff member appointed to a new category (for example, from AS to NS or NS to IS) receives a rating of 2 or lower in the first two performance reviews following their appointment at the new level, they will be returned to the level occupied immediately prior to their appointment in the new category.
This is a position for local staff. It is only open to Nepalese nationals and residents.
Qualifications Relevant Experience & Requirements
- Bachelor’s degree in social sciences (e.g., sociology, anthropology), social and/or economic development, gender and development, public policy, or a related field, as well as demonstrated professional, field, and operational experience in adapting GESI concepts to operations. Ideally, with advanced training.
- At least 8 years of relevant professional experience in project management and implementation, in sectors relevant to ADB operations; and at least 4 years of supervisory experience
- Experience and knowledge of stages of project cycle (project planning, feasibility analysis, detailed design, project implementation and completion, construction supervision and contract management).
- Good understanding of ADB’s guidelines and policies and programs of the Government of Nepal on gender equality, women empowerment and social inclusion.
- Effective technical report-writing and oral communication skills in English, with ability to communicate in Nepali.
- Demonstrated ability to engage effectively with counterpart governments as well as a range of multilateral and bilateral donors.
- Solid analytical, organizational, and negotiation skills.
- Strong planning and organizing skills to handle a multitude of tasks withing given timeframes.
- Strong leadership qualities and interpersonal skills.
